Test CDS FITS data file

The file "testdata3.fits" contains the third iteration of a sample data file in
the format to be used for the CDS level-1 data.  The changes from version 2 are
fairly minor.  The biggest change is that the data windows are now in the
rationalized order:

			 Wavelength, Solar_X, Solar_Y

with all axes incrementing in a positive direction.

Some other changes that were made:

	* Added the following keywords to the header:

		DATE
		TRACKING
		PROGNAME
		SER_ID
		OPSLBITS
		OPS_L
		OPSRBITS
		OPS_R
		SLIT_POS
		MIR_POS
		NWINDOWS
		EV_ENAB
		COMP_ERR
		VDS_ORI
		VDS_ACC

	* Changed RAS_IND to SOHO-standard SEQ_IND.

	* Added the keyword TCUNI to all the columns.

	* Converted DEL_TIME back to double precision number in seconds.
