uses the data in the observing log by default, and
the routines PLOTT_HDA (discussed on page )
and PLOTT_WDA (discussed on page )
use the observing log if the calling sequence
specifies the starting and ending time. See the description and sample plots
of those routines described Sections 2.1.3, 3.2.1, and 5.1.1.
