EUTPLOT works like UTPLOT but it over plots vertical error bars on
a plot that was previously made with UTPLOT. Example calls are:
IDL> eutplot,x,y,unc,/unc ; unc = +/- uncertainties
IDL> eutplot,x,low,high
where low = y - unc and high = y - unc.
