                   DEFINITION OF TERMS FOR
           MINORITY AND DISADVANTAGED INSTITUTIONS
                              


   Historically Black Colleges and Universities:
Institutions determined by the Secretary of Education to
meet the requirements of 34 CFR 608.2 and listed therein,
including any nonprofit research institution that was an
integral part of such a college or university before
November 14, 1986.

   Minority Institutions:  Institutions verified by the
Secretary of Education to meet the criteria set forth in 34
CFR 637.4, including Hispanic-serving institutions as
defined by
20 USC 1059c (b).

   Small Disadvantaged Business Concerns:  Small business
concerns owned and controlled by socially and economically
disadvantaged individuals (as those terms are used in
section 8(a) of the Small Business Act (15 USC 637(a) (5)
and (6)), including small business concerns owned and
controlled by women (see section 8(d) of the Small Business
Act (15 USC 637(d) as amended by Pub. L. 103-355).
